Carmen Zubiaga is a consultant and advocate for gender equality, disability, and social inclusion.
She is from Taytay, Rizal. She has poliomyelitis since day 1 and living with its long term side-effects.
She is a Graduate of AB Mass Communication from Trinity College of Quezon City- with Master's Degree in Development Management from the Asian Institute of Management, Makati City with a scholarship from the Asian Development Bank-Japan;
Years of professional experience in the fields of project development and management; information tool development(including web page development); marketing advertising and public relations; grant proposal writing; training and organization development; disability and development;
Worked with the United Nations Development Program as Executive Director and Technical Adviser of the National Center for the Disabled, Ministry of Social Affairs, Cambodia through the UN Volunteer Program.
Zubiaga was a public relations and fundraising manager of Tahanang Walang Hagdanan, an organization for orthopedically handicapped persons, in 1987, then worked as a public information officer and social welfare officer in Taytay's municipal government in Rizal.
In 2012, she became the executive director of the National Council on Disability Affairs.
She is the founding president of Women With Disabilities Leap to Social and Economic Progress Inc. (WOW Leap). She is the group's executive director since 2019.
Now, she works in the office of the House of Representatives, Office of Rowena Guanzon - P3PWD Partylist
